After L.A.’s 1992 rebellion, George Bush proposed a national “weed and seed” program–to “weed” out violent criminals in U.S. cities and “seed” communities with social service programs. Weed and Seed criminalizes communities of color by imposing more stringent federal laws on low-income “target areas”; creates a police component to social welfare programs; and dramatically increases the repressive role of the FBI and the Immigration and Naturalization Service. A Call to Reject Weed and Seed helped to push the L.A. City Council to withdraw its Weed and Seed application, and sounds the alarm about the racialization and criminalization of poverty–themes that must be challenged in the Clinton administration as well. 1992.
